NEW DELHI, Dec 30: The key achievements of the Ministry of Personnel, Government of India, in 2024 spotlighted initiatives such as Mission ‘Karmayogi’, Face Recognition Certification, and revenue generation from scrap disposal. Personnel and DoPT Minister Dr. Jitendra Singh shared these updates today, emphasizing the Ministry’s focus on promptly addressing public grievances, encouraging digital life certificates for pensioners, and creating value from scrap recycling as part of their major initiatives this year.
In an interview discussing the Ministry’s accomplishments in 2024, Union Minister of State for Personnel Dr. Jitendra Singh outlined several measures aimed at enhancing governance, particularly for residents in remote areas.
“We are actively embracing Prime Minister Narendra Modi’s philosophy of ‘maximum governance, minimum government’. For example, we have decreased the average time taken to resolve public grievances from 28 days in 2019 to just 13 days in 2024,” he noted.
Dr. Jitendra Singh stated that over 1.12 crore public grievances have been addressed over the past five years, all logged on the Centralised Public Grievance Redress and Monitoring System (CPGRAMS) portal. “From 2020 to 2024, a total of 1,12,30,957 grievances were resolved, achieving an unprecedented 23,24,323 grievances addressed on the CPGRAMS portal between January and October 2024,” he explained.
The Minister further highlighted the active measures taken by the Department of Pensions and Pensioners’ Welfare (DoPPW) to promote digital life certificates among pensioners.
“Our efforts led to the generation of an impressive 1.3 crore digital life certificates during a dedicated month-long campaign in November,” he remarked.
Traditionally, pensioners were required to submit their life certificates physically each year to continue receiving their pensions, a process that posed significant challenges. In November 2014, Prime Minister Modi launched the Aadhaar-based online submission system through Face Recognition technology, called Jeevan Pramaan, to enhance transparency and ease the lives of pensioners by allowing them to submit life certificates conveniently.
To reinforce Jeevan Pramaan, a nationwide campaign for digital life certificates was conducted from November 1 to 30.
“As a result of concentrated efforts, we saw a notable increase in the submission of DLCs by pensioners aged 80 and older during the campaign,” Singh added.
The Ministry aims to achieve over 1.60 crore DLC submissions by March 2025.
Dr. Jitendra Singh mentioned that the Government continues to advance the ambitious Mission Karmayogi — the National Programme for Civil Services Capacity Building (NPCSCB) — designed to align civil services with the evolving needs and expectations of citizens.
“The forefront of this program emphasizes role-based training for civil servants over traditional rule-based training,” he stated.
Additionally, the “Viksit Panchayat Karmayogi” initiative has recently commenced, which seeks to strengthen Panchayati Raj Institutions (PRIs) with innovative tools and capacity-building strategies.
The Minister noted that cleanliness campaigns have been a significant aspect of the Ministry’s achievements in recent years. The Centre generated over Rs 650 crore in revenue from scrap disposal during a specific cleanliness drive led by the Personnel Ministry in October. These initiatives have collectively yielded Rs 2,364 crore in revenue from scrap disposal between 2021 and 2024.
This year’s special campaign 4.0 was executed at more than 5.97 lakh sites, clearing approximately 190 lakh square feet of office space for efficient utilization.
Dr. Jitendra Singh concluded by stating that the scope and scale of these campaigns are expanding each year. When questioned about the Ministry’s focus for 2025, he emphasized the ongoing commitment to enhancing governance ease.
