New complex marks a significant achievement in the judicial system: Justice Nargal

KUPWARA, Feb 27: Today, Chief Justice of the High Court of Jammu & Kashmir and Ladakh, Justice Tashi Rabstan, virtually inaugurated the newly built court facility in Kupwara while Justice Wasim Sadiq Nargal, the Administrative Judge for the district, was present physically.

This state-of-the-art court complex represents a major step forward in enhancing the judicial infrastructure in the area. The three-storey building, covering a total area of 10,000 sq. ft., was approved on October 19, 2020, and reached completion on November 25, 2024, with an expenditure of Rs 1,020 lakh. The design aims to create a modern and effective working environment for judicial officers, lawyers, litigants, and court personnel.
During the inauguration, Shazia Tabasum, Principal District and Sessions Judge of Kupwara, delivered the welcome address, followed by remarks from Ahrar Dar, President of the Bar Association Kupwara, and Deputy Commissioner Ayushi Sudan, who shared her insights as well.
In his virtual address, the Chief Justice emphasized that this newly inaugurated facility signifies much more than a mere physical structure; it embodies the judiciary’s commitment to ensuring accessible and equitable justice for all. He pointed out that the modern court will play a crucial role in speeding up case resolutions, minimizing delays, and upholding the rule of law. The complex, he remarked, caters to the evolving needs of the judicial system by incorporating advanced infrastructure and enhanced facilities to boost judicial efficiency.
He expressed gratitude toward Justice Wasim Sadiq Nargal, the Government, and local authorities for their continuous support in fortifying judicial infrastructure in Kupwara.
Justice Rabstan stressed the importance of digital transformation within the judiciary, noting that the new court building, complemented by technological innovations, will help eliminate geographical barriers to access to justice.
Justice Wasim Sadiq Nargal remarked on the significance of the event, labeling it a landmark achievement for both the district and the judicial system. He highlighted that justice must rely not only on legal foundations but also on the physical framework that underpins its execution. He underscored that the new complex serves as a symbol of the judiciary’s dedication to accessibility, efficiency, and dignity in the legal process.
He recognized the devoted efforts of Chief Justice Tashi Rabstan, the Principal District Judge, and various agencies involved in the construction, including the District Administration. He attributed the success of this project to the Chief Justice’s vision for developing judicial infrastructure while ensuring access for all, irrespective of their social, economic, or geographical circumstances.
Addressing the role of technology in the judiciary, he highlighted the implementation of e-courts under the National Governance Plan. He noted that Kupwara has embraced digital innovations such as video conferencing and digital case management to enhance accessibility. However, he also pointed out that while technology is crucial, institutional reforms and efficient processes are equally vital for delivering justice.
On this occasion, the Digitization Section of the District Court Kupwara was inaugurated. This initiative aims to convert paper-based records into electronic formats, allowing for easier access to legal documents through the internet. This advancement is expected to enhance record management, expedite judicial processes, and allow for seamless case tracking for litigants and attorneys.
Dignitaries in attendance included Shazia Tabasum, Principal District & Sessions Judge, Kupwara; Khem Raj Sharma, Additional District & Sessions Judge (Designated Special Court under the NIA Act) Kupwara; Umi Kulsoom, Additional District Judge, Handwara; Chief Judicial Magistrate, Handwara, other Judicial Officers from the District, the Deputy Commissioner of Kupwara, and the SSP of Kupwara.
The event concluded with a vote of thanks delivered by Khem Raj Sharma, Additional District & Sessions Judge, Kupwara.
