Speaking to the audience, Chief Minister Omar Abdullah recognized the ongoing difficulties faced by the industrial sector in Jammu and Kashmir.
“The issues are numerous. To suggest that these problems have surfaced solely in the last decade would be misleading. These challenges are longstanding and not only due to Jammu and Kashmir’s transition to a Union Territory; however, this transition has certainly intensified them,” he commented.
He pointed out the unique geographic challenges of the area, stating, “Many obstacles arise from our location. Jammu and Kashmir is located in a remote part of the country. Our market is very small, and our supply of raw materials is limited. Industrial operations that depend on importing raw materials and exporting finished goods cannot thrive without government assistance.”
He further emphasized the government’s duty, saying, “When we offer support, it is not a sign of your inadequacy; it is our obligation, and we will uphold it.”
On the subject of Jammu’s tourism potential, the Chief Minister highlighted the untapped opportunities arising from the influx of pilgrims.
“Every year, over a crore of pilgrims visit Jammu for Mata Vaishno Devi. If we can successfully direct even 15% of them to local tourist hotspots, we would immediately see an additional 15 lakh tourists. We’ve managed the entire tourism economy of Kashmir with just those 15 lakh tourists,” he noted.
He stressed the importance of promoting Jammu’s rich cultural heritage.
“Our Dogra culture is a unique treasure of Jammu. Our customs, cuisine, and specialties are unparalleled and should be utilized as key attractions for tourism.”
Concerning the revival of the previously discontinued Darbar Move, Omar Abdullah highlighted its positive influence on the vibrancy of Jammu.
“The biannual Darbar Move was a significant aspect of Jammu city. For six months, individuals from Srinagar would work here, fostering a lively atmosphere. It encouraged interaction between the communities on both sides of the mountains—whether at Wave Mall, Residency Road, or Gole Market. I assure you that we will reinstate the Darbar Move in the future. Regrettably, time constraints have restricted us from doing so this time,” he remarked.
Discussing the effects of industrial packages, he cautioned about their temporary nature, stating, “Industries drawn in solely by financial packages tend to leave once those incentives expire. The sustainable industries are those that are deeply rooted in this land, operated by people who possess an intrinsic connection to it.”
The Chief Minister also drew attention to challenges concerning lease agreements for institutions and businesses.
“Currently, schools on leased land are required to produce 10-year leases; failure to do so will result in non-renewal of their registration. Similarly, hotels on leased land are unable to conduct even minor repairs without valid leases. These matters require urgent attention,” he added.
In closing, Omar Abdullah assured that his government would take action on industrial issues.
“Please provide us with detailed notes on any issues you would like us to discuss with the Finance Minister. We will advocate for these matters with the Government of India and work towards practical resolutions,” he stated.
The event was attended by Deputy Chief Minister Surinder Choudhary, Minister of Forest, Ecology and Environment Javed Ahmad Rana, Advisor to the Chief Minister Nasir Aslam Wani, Chief Secretary Atal Dulloo, JCCI President Arun Gupta, Vice President and General Secretary of JCCI, past presidents, and additional members. Senior officials, including the Additional Chief Secretary to the CM, Principal Secretary Finance, Commissioner Secretary Industries & Commerce, and Director Industries & Commerce Jammu, were also in attendance.
