NEW DELHI, Dec 10 : The inauguration of the 16th Annual Convention of the Central Information Commission took place today at Bharat Mandapam, with Union Minister of State (Independent Charge) for Science and Technology, Minister of State (Independent Charge) for Earth Sciences, MoS PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions, Dr. Jitendra Singh, leading the event.
Highlighting multiple instances showcasing the transparency of the Modi Government, the Minister stated, “The philosophy of Minimum Government Maximum Governance advocated by Prime Minister Narendra Modi fundamentally promotes transparency.”
The theme of this year’s Convention centered on “Contribution of RTI in the journey towards Viksit Bharat.”
In his address, Dr. Jitendra Singh underscored the significant impact of the Right to Information (RTI) Act in enhancing transparency, accountability, and effective governance. The gathering included Chief Information Commissioners, State Information Commissioners, high-ranking government officials, and civil society representatives.
Stressing the importance of the RTI Act, Dr. Jitendra Singh remarked, “The RTI Act has empowered citizens by offering a strong framework for accessing information, thereby closing the gap between the government and the populace. It stands as a foundational element in combating corruption and promoting a governance model centered around citizens.”
The Minister commended the Central and State Information Commissions for their innovative use of technology, especially during the COVID-19 crisis. “The Central Information Commission’s implementation of electronic initiatives like e-filing, e-hearings, and record digitization has established new standards for efficiency and transparency,” he stated. He further urged the use of technology across various governance areas, also reflecting on the SVAMITVA model that reduces physical interaction with authorities. Dr. Jitendra Singh advocated for innovative practices in governance.
Referencing the Swachata campaigns, the Minister noted how waste disposal initiatives have generated revenue for the Government.
Dr. Jitendra Singh also praised progress in proactive disclosures, revealing that a total of 1302 Public Authorities have submitted their transparency audit reports for the year 2023-24. He called upon all Public Authorities to improve their proactive disclosure measures, emphasizing the significance of Section 4 of the RTI Act in expanding the transparency framework. In this context, the Minister highlighted the necessity for prompt case resolutions to better serve the citizens.
Acknowledging the leadership of Chief Information Commissioner Heeralal Samariya and his team, Dr. Jitendra Singh reiterated the government’s commitment to fortifying the RTI framework. “Transparency and accountability are pivotal in fostering trust within governance. We pledge to enhance the RTI process, making it more responsive and approachable to strengthen the democratic essence of our nation,” he concluded.
