NEW DELHI, Dec 19: Dr. Jitendra Singh, the Union Minister of State with Independent Charge for Science and Technology, Earth Sciences, PMO, Department of Atomic Energy, Department of Space, and Personnel, Public Grievances and Pensions, provided an update in the Rajya Sabha today regarding the “Mission Karmayogi” program initiated by the Modi Government. This initiative aims to train IAS officers, civil servants, and officials from various backgrounds.
In response to a query, the Minister explained that “Mission Karmayogi” is a Central Government initiative to improve the attitudes, skills, and knowledge of government employees. The program is designed to enhance capacity in terms of domain-specific, functional, and behavioral competencies, thereby fostering a culture of professionalism, transparency, and innovation within public administration.
According to Dr. Jitendra Singh’s statement, Mission Karmayogi focuses on establishing a role-based, competency-driven training ecosystem tailored to the specific requirements of each government role and the aspirations of individual officials. To facilitate this, a digital platform called iGOT Karmayogi has been launched, providing personalized online courses for flexible learning at any time and place.
Through this competency-centered approach, Mission Karmayogi aims to cultivate a new governance culture. As reported by Dr. Jitendra Singh, as of December 12, 2024, over 62 lakh civil servants have successfully completed more than 2.04 crore courses available on the iGOT Karmayogi portal. The platform offers over 1500 courses designed to enhance the competencies of civil servants, with particular emphasis on preparing them for future challenges and ensuring they are citizen-centric.
The Government has also launched the ‘Initiative for Increasing Efficiency in Decision Making in Government’ in accordance with its ‘Minimum Government, Maximum Governance’ policy. This initiative, integrated into the Central Secretariat Manual of Office Procedure, adopts a four-pronged strategy focusing on de-layering, delegation, digitization, and the desk officer system, which has been implemented across all Ministries and Departments.
In November 2024, the Government issued directives to reassess the levels of disposal and submission channels in Ministries/Departments, ensuring that these levels do not exceed four. Mission Karmayogi remains a pivotal initiative aimed at strengthening the skills and competencies of government employees.
