New Delhi, Feb 6: On Thursday, the Rajya Sabha was updated that ministries and departments of the Central government utilize contractual services as needed, following the completion of necessary procedural steps.
This statement responded to an inquiry regarding whether any regulations or guidelines have been established by the Department of Personnel and Training (DoPT) concerning contractual appointments in central government ministries/departments, institutions, and PSUs.
Union Minister of State for Personnel Jitendra Singh clarified in a written response that government positions are filled in accordance with recruitment rules. However, to address administrative needs, operational efficiency, and unexpected circumstances, sometimes the government resorts to contractual appointments and outsourcing for services.
He noted that ministries and departments engage contractual services based on their requirements after fulfilling all procedural necessities.
In a separate response regarding appointments made under the “discretionary quota,” Singh stated that filling vacant posts in the Central government is an ongoing process handled by the respective cadre controlling authorities within ministries, departments, or organizations in line with the recruitment rules for those positions.
“Details of such appointments are recorded by the respective ministries, departments, and organizations,” the minister added when asked for specific statistics about permanent appointments made against Group A and B posts through the discretionary quota over the last three years, categorized by year and ministry/department as well as Group.
