GUWAHATI, Nov 29, 2024: “The narrative of ‘Viksit Bharat’ will be crafted through the lens of science,” proclaimed Union Minister for Science & Technology, Dr. Jitendra Singh, as he presented his Presidential address at the 10th edition of the four-day “India International Science Festival” IISF-2024 held here today.
While addressing the audience, the Minister stressed that India’s journey toward becoming a developed nation is intricately linked to its dedication to scientific progress and innovation. Dr. Jitendra Singh highlighted the necessity of nurturing a culture in which science propels advancement, creating a future where technology and research enhance every aspect of society, including healthcare and infrastructure. His remarks served as a resonant reminder of the transformative impact of science in actualizing Prime Minister Narendra Modi’s vision for a Viksit Bharat.
During his address, Dr. Jitendra Singh brought to light six pivotal decisions taken by the Modi government in its third term within the first five months, which affirm India’s commitment to scientific progress. Among these initiatives were the formation of the ₹1 lakh crore National Research Foundation, the introduction of a ₹1,000 crore Venture Fund for space startups, and the initiation of Mission Mausam aimed at improving weather forecasting. Furthermore, he discussed the Bio-E3 initiative intended to utilize biotechnology for environmental, economic, and employment advancement, alongside the launch of the “One Nation, One Subscription” policy, providing universal access to academic journals for over 2 crore students. The Atal Innovation Mission, globally recognized for promoting innovation, also received an extension to increase its reach.
The theme of the festival, India as the Global Manufacturing Hub for Science and Technology, resonates with the nation’s goal to excel in bio-manufacturing, semiconductors, and medical instrumentation. Dr. Jitendra Singh pointed out India’s rapid progress in these sectors, supported by substantial investments and policy frameworks conducive to advancements like the quantum mission and semiconductor production. He reiterated the government’s aim to establish India as a world leader in science and technology.
A significant focus during the Minister’s address was on science communication, highlighting the necessity to inspire young minds throughout the country. Dr. Jitendra Singh observed that most startups in biotechnology, space, and agritech have sprung from cities like Bengaluru and Pune, emphasizing the urgency to engage smaller towns and rural areas. “Future startups need to arise from every part of the nation,” he stated, advocating for increased outreach and accessibility for budding innovators.
IISF 2024 presents a wide array of activities to engage attendees and spotlight India’s accomplishments in science and technology. Notable attractions include the Museum of Moon exhibit, a 3D laser showcase, the Reimagining Bharat Exhibition, and the Young Scientist Conclave. Additionally, a Science Defence Expo and an exclusive science expedition focusing on the Northeast’s scientific resources underpin the event’s mission to stimulate curiosity and innovation.
Dr. Jitendra Singh also emphasized the importance of hosting the event in the Northeast, a region that has experienced profound transformation under the Modi government. He reminisced about how, before 2014, the Northeast struggled with basic infrastructure but now enjoys enhanced railways, waterways, and road systems. “The Northeast is no longer on the outskirts but is essential to India’s growth narrative,” he remarked, celebrating the region as a crucial player in the country’s development.
A distinctive aspect of IISF 2024 is its collaborative “Whole of Science” approach, uniting all science ministries and policymakers under one roof. This model also extends to a “Whole of Government” strategy, ensuring cooperation between the central government and Assam’s administration for the festival’s success. Dr. Jitendra Singh further articulated the broader objective of a “Whole of Nation” initiative, bringing together citizens, startups, and policymakers to foster a scientifically advanced India by 2047.
With over 10,000 students participating from across India, IISF 2024 has seen unprecedented enthusiasm, highlighting its significance as a platform to motivate the next generation of scientists and innovators. This extensive engagement reflects the festival’s allure and its role in cultivating a culture of curiosity and scientific inquiry among youth. The event acts as a catalyst for young minds to connect, learn, and contribute to India’s expanding reputation as a global leader in science and technology.
The festival attracted prominent figures from India’s scientific community, including Dr. VK Saraswat of NITI Aayog, Professor A.K. Sood, Principal Scientific Advisor to the Government of India, Dr. N. Kalaiselvi, the first woman to lead CSIR, Dr. Rajesh Gokhale, Secretary of Biotechnology, and Professor Abhay Karandikar, Secretary of the Department of Science and Technology. Their attendance underscored the festival’s role as a platform for scientific innovation and collaboration.
The Council of Scientific and Industrial Research (CSIR) is organizing IISF 2024, demonstrating its commitment to advancing science and technology in India. Union Minister Dr. Jitendra Singh commended Dr. N. Kalaiselvi, the Director General of CSIR, for her leadership in executing such a large-scale and influential event.
