Jammu, Jan 11: The Speaker of the Jammu and Kashmir Legislative Assembly, Abdul Rahim Rather, called on legislators to engage in the house proceedings with a thorough understanding of the rules and regulations.
He stressed that a proactive legislature is essential for holding the executive accountable for its roles and obligations.
Rather was speaking at the closing session of a three-day orientation program, co-hosted by the Parliamentary Research and Training Institute for Democracies (PRIDE), Lok Sabha Secretariat, and the legislative assembly, which took place from January 9 for newly elected MLAs at the assembly complex.
He expressed his gratitude to all attendees, especially the newcomers, for their enthusiastic participation and keen listening during the sessions.
“This orientation will enable the newly elected members to gain a comprehensive understanding of the Rules of Procedure and Conduct of Business in the House,” he remarked.
Rather also underscored the importance of maintaining dignity and adhering to the true essence of parliamentary democracy.
He expressed hope that the newly elected members would find the program beneficial and that it would facilitate their effective participation in the assembly.
He also acknowledged the contributions of the MPs and the PRIDE team for organizing the orientation.
Previously, former Minister of State Dr. Satya Pal Singh delivered lectures on parliamentary privileges, customs, conventions, and protocol.
P K Mallick, the Director of PRIDE, Lok Sabha Secretariat, also provided insights into the meanings of privileges and their significance in protecting the status and protocol of MLAs.
Dr. Satya Prakash, Additional Secretary of the Union Ministry of Parliamentary Affairs, presented on the National E-Vidhan Application (NEVA) under the One Nation One Application initiative and discussed the objectives of the program.
During the session, legislators posed questions concerning privileges and other relevant matters.
