JAMMU, Jan 10: As part of the ongoing 3-day orientation program for newly elected MLAs, Lok Sabha MP, N K Premachandran, shared his insights with the Jammu and Kashmir legislators today. He urged them to thoroughly familiarize themselves with the rules concerning Legislative and Financial Business.
The Speaker of the Jammu and Kashmir Legislative Assembly, Abdul Rahim Rather, along with other legislators and dignitaries, attended the second day of the orientation.
In-depth discussions took place regarding the legislative process, including Private Members Bills and Financial Business such as Demand for Grants. Premachandran provided a comprehensive overview of the fundamental concepts of the legislature.
During the second session, Joint Secretary Santosh Kumar delivered a presentation on “Executive Accountability through Questions in the Legislature”. He detailed various aspects, including Question Hour in the Lok Sabha, Short Notice Questions (SNQ), questions to Private Members, and procedures related to notice and examination of questions.
Director of the Lok Sabha, Partha Goswami, emphasized the goals of Executive Accountability through Questions and other mechanisms within legislatures while elaborating on the Speaker’s role in the proceedings.
Furthermore, Director of PRIDE Lok Sabha Secretariat, P K Mallick, presented on Information Management in the Legislature, outlining the Functions and Responsibilities of Information Management as well as the informational needs of Parliamentarians.
Legislators actively participated by raising queries regarding legislation, leading to thorough discussions throughout the session.
