New Delhi, Dec 11: Sports Minister Mansukh Mandaviya announced on Wednesday that the government is enthusiastic about introducing the Sports Bill during the upcoming budget session of Parliament. He mentioned that adjustments would be made to certain criteria to allow more Indian sports administrators to pursue significant roles within international organizations.
“I will ensure that sports are not neglected… 95 percent are in favor of the Sports Bill. There are a few minor reservations from some National Sports Federations (NSFs), which we will address,” he stated.
“We need to evaluate some aspects of the 70-year age limit clause. For instance, Randhir Singh took 50 years to develop his reputation on the international stage. His long commitment has led him to become the President of the Olympic Council of Asia (OCA),” Mandaviya shared in a media interaction.
After his election as OCA chief, Singh urged the government to reconsider its policy limiting elected officials of sports federations to three terms of four years each, citing it as a significant barrier for Indian administrators aiming for larger roles at the international level.
Singh argued that a maximum of 12 years is insufficient for a sports administrator to establish a national presence, let alone foster international relationships necessary for broader opportunities.
According to the Sports Code, the president of an NSF may serve for a maximum of 12 years, and positions like president, secretary, and treasurer end when individuals reach the age of 70.
“If we disregard Singh’s suggestion, no one from India can contribute to international sports. Therefore, I have left that option open. The 70-year age limit does not apply to anyone holding a position on the international platform,” the minister added.
Mandaviya also introduced the National Sports Repository System (NSRS), a streamlined and user-friendly platform for athletes, coaches, and academies. This system allows them to register directly for awards and government programs.
After registration, NSRS users can update their personal details, achievements, and training history. Additionally, it offers extensive performance assessment metrics along with detailed reports and analyses.
Furthermore, NSRS will be connected to the Direct Benefit Transfer (DBT) portal to ensure efficient and transparent distribution of cash awards to athletes and coaches.
The ministry is also organizing a workshop with NSFs to integrate their individual portals with NSRS, which will maintain the continuity of athlete information and establish a comprehensive history.
The system will also connect with state governments and anti-doping databases, creating a unified resource for effective management.
Khelo India to be integrated with NSRS
The minister emphasized that the Khelo India Games will continue to be a priority for his ministry, with talent identified through the initiative also being incorporated into NSRS.
“The Khelo India School Games, Khelo India University Games, and Khelo India Youth Games will help in identifying talent over the next three years. No federation can interfere in this process.
“The NSRS is crucial for us. We cannot allow athletes to face difficulties. This platform will facilitate talent identification, and all athlete details will be stored there. If an athlete wins a medal in the Asian Games or the Olympics, there will be no need to approach the respective NSF for job or certification purposes, as it will automatically be generated from NSRS,” Mandaviya explained.
Khelo India Winter Games scheduled from Jan 23
The minister also revealed the dates for the Khelo India Winter Games, which will feature both ‘Ice Games’ and ‘Snow Games.’
The Ice Games will be held in Leh from January 23 to 27 next year, while the Snow Games are set to take place in Gulmarg from February 22 to 25. (PTI)
