JAMMU, Dec 3: Today, Chief Minister Omar Abdullah led a high-level meeting at the Civil Secretariat to assess the operations of the General Administration Department (GAD).
The Chief Minister engaged in discussions regarding the functioning of the J&K Public Service Commission, J&K Service Selection Board promotions, cadre management, training, transfers, and other administrative issues. He highlighted the importance of resolving stagnation among JKAS officers and instructed the department to suggest practical solutions, stating, “Everyone deserves the opportunity to grow.”
To facilitate efficient governance, the Chief Minister ordered a complete ban on re-employment, extensions, additional responsibilities, and attachments, except under exceptional circumstances.
He specifically called for a review of attachments within the Health & Medical Education and Education Departments.
“This practice must be stopped,” he emphasized.
The Chief Minister also checked on the status and performance of employees appointed under the PM Package for Kashmiri Migrants.
Earlier, Commissioner Secretary GAD, Sanjeev Verma, offered a comprehensive overview of the department’s activities, including key areas such as administration, cabinet coordination, personnel management, cadre management, and transfer policies.
Talks also addressed compassionate appointments under SRO-43 and the J&K Rehabilitation Assistance Scheme-2022, alongside service-related issues for All India Services and J&K Administrative Services.
The meeting evaluated IT initiatives including SPARROW, JKHRMS, and officer training programs. The Chief Minister instructed the department to review the reallocation of posts following the reorganization of Jammu and Kashmir and the creation of the Ladakh Union Territory, noting imbalances in the distribution of vacancies.
“We need to scrutinize the allocation of posts post-reorganization. It’s essential to rectify disparities and ensure that Jammu and Kashmir has enough posts to meet administrative needs,” the Chief Minister stated.
Attendees included Advisor to the CM, Nasir Aslam Wani; Chief Secretary, Atal Dulloo; Additional Chief Secretary to the CM, Dheeraj Gupta; Commissioner Secretary GAD; and other senior officials.
In a separate gathering, Chief Minister Omar Abdullah assessed the creation of Raabta – CM’s Public Services and Outreach Office, designed as a single-window system to enhance government-citizen interaction.
Regarding improvements in grievance redressal through Raabta, the Chief Minister remarked, “Raabta will act as a bridge between the government and the populace, ensuring timely public services and increased public participation in governance, marking a step towards a more responsive and citizen-centered administration.”
Secretary Grievances, Aijaz Asad, outlined the framework for Raabta, emphasizing its role in enhancing public engagement and enabling timely service delivery.
Citizens will have the option to submit grievances and suggestions both offline and online.
The meeting also deliberated on the outreach office’s structure, including staffing needs, deployment of senior officials, and the necessary technical and administrative personnel for efficient operations.
The integration of JK Samadhan, a pre-existing grievance redressal platform, with Raabta was discussed.
The Chief Minister instructed officials to merge Raabta with JK Samadhan to establish a unified and comprehensive grievance redressal system.
“Integrating Raabta with JK Samadhan will create a consolidated grievance redressal system, leading to quicker resolutions and a more organized approach to addressing citizen concerns,” he remarked.
BISAG’s Additional Director General informed the meeting that the integration process is currently in progress and will be operational soon, benefiting the broader public.
The meeting was attended by the Advisor to the CM, Chief Secretary, Additional Chief Secretary to the CM, Principal Secretary IT, and other senior officials.
