KISHTWAR, Dec 21: Dr. Jitendra Singh, Union Minister of State (Independent Charge) for Science and Technology and MoS PMO, emphasized the urgent need to accelerate ongoing hydel power projects. He noted that these initiatives are expected to generate around 8000 MW, positioning J&K as North India’s premier power hub.
During the District Development Coordination and Monitoring Committee Meeting (DISHA), chaired by Dr. Singh, he interacted with the district administration.
The meeting saw the presence of Deputy Commissioner Rajesh Kumar Shavan, local MLAs, Panchayati Raj Institutions (PRIs) representatives, and various district officials.
Dr. Singh urged the National Hydro Power Corporation Limited (NHPCL) to enhance the skill set of local unskilled workers, thereby increasing their employability in projects that demand specific skills and specialized training.
He reviewed the progress on projects intended to enhance connectivity in the district and urged the prompt construction of a full-fledged airstrip under the Ude Desh Ka Aam Nagrik (UDAN) scheme, which will improve access for residents in challenging terrains.
While discussing the Pradhan Mantri Gram Sadak Yojana (PMSY) and Jal Jeevan Mission, the Union Minister highlighted the importance of collaboration among R&B and other relevant departments, along with public representatives, for efficient project execution.
Dr. Singh also called attention to the need for better communication, suggesting that the district administration implement a Standard Operating Procedure for sharing information with PRIs during field visits, emphasizing the value of input from PRI members for effective project management.
Acknowledging the adverse effects of certain infrastructure projects on public health due to pollution and land degradation, he directed that a dynamic assessment of environmental clearances for these projects be conducted to ensure adherence to best practices for environmental preservation and public health safety.
Expressing concern regarding some public servants, including doctors and educators, who resign without following the proper protocols, Dr. Singh proposed the creation of a unified policy mandating significant compensation for the government in cases where these civil servants vacate their positions, thereby causing inconvenience to citizens. He stressed the need for such a policy to prevent staffing crises across agencies in the future.
Additionally, Dr. Jitendra Singh instructed the district administration to conduct mass awareness campaigns promoting the benefits of lavender, the Ayushman Bharat scheme, and the PM Surya Ghar Mutt Bijli Yojana. He urged the development of local sports talent through programs like the Sansad Khelkud Spardha and advocated for the marketing of local products, including cumin seeds and saffron. He announced the upcoming establishment of a saffron park in Kishtwar and encouraged further exploration of the world’s finest sapphires found in Paddar to generate additional revenue and job opportunities for the youth.
The DISHA meeting was attended by key figures including MLA Paddar Nagseni and Leader of the Opposition Sunil Sharma, DDC Chairperson Pooja Thakur, MLA Kishtwar Shagun Parihar, Deputy Commissioner Kishtwar Rajesh Kumar Shavan, SSP Kishtwar Javed Iqbal, DDC members, nominated DISHA committee members, and various district department officials.
